A few days’ back Somalia had announced its electoral model which will be known as Electoral Constituency Caucuses. As per the proceedings of this model, there will be 301 voters who will be stamping on their preferences from the 275 members of the Parliament(MP) of Somalia. This means that every federal state in the Federal Republic of Somalia will have at least three caucuses that will electing the MP’s for the Lower House. These chosen representatives will be electing the President of the country.
As for the delages, they
will be jointly elected by the national and state electoral bodies. The
agreement between the Federal Government of Somalia (FGS) and Federal Member
States (FMS) was reached without the presence of governors of Puntland and
Jubaland province. As reported earlier, the governors of both the provinces
have expressed their concerns on the leadership of the present government in
order. The responsibility to carry out the election without any discrepancies
is given to National Independent Electoral Commission (NIEC).
Due to the issues
surrounding Somaliland, there will not be direct voting in the region rather
something called Doorasho dadban, indirect voting, will be followed. Under
this, the voting process will not be held in regional constituencies rather it
will be assigned to particular areas like the capital Mogadishu.
Now it is because of
these issues that the experts from the west and African region want
international surveillance over such meetings and matters concerning the
country’s political atmosphere especially the meetings that are conducted in
the presence of regional governors and president Mohamed Abdullahi Mohamed also
known as Farmaajo.
There are high chances
of the election getting postponed as earlier the elections were confirmed to be
a one-person, one-vote polling princess but now it has developed into a whole
electoral system in itself. The reports of Farmaajo playing the election game
to rule out the possibility of the United States interference in the process
have been doing rounds. Local media outlets have reported that he will continue
to say that the election will take place during the decided time but all of it
is a gimmick.
Somalia will also have to work on its relationship with the neighboring
countries along with setting the base for a productive economy and national
unity. But the relations will not be easy to build given the fact Qatar has
been immensely involved in the intelligence unit of the troubled country.
Doha's man Fahd Al-Yassin took control of the Somali National Intelligence and
Security Agency after which there has been a considerable rise in terrorist
related activities.
